Dominica is the oldest and most trusted “Economic citizenship by investment” program, since 1993, granting citizenship for those who make a contribution to the development of the country or invest in real estate.
Dominica is an island nation in the eastern Carribean. The economy is primarily agriculture based. The country has both tropical humid and wet rainy seasons. Dominica is the “Nature Island of the Caribbean” is a green tropical paradise and one of the most beautiful islands in the Caribbean. It is practically untouched nature with countless rivers and waterfalls, and emerald green mountains dropping dramatically into the turquoise sea. Dominica has world’s second-largest hot spring, with mountainous rainforests, home to many rare plants, animals, and birds. Morne Trois Pitons National Park is a UNESCO World heritage site.

Known as the “Nature Island” and renowned for its commitment to becoming the world’s first climate-resilient nation, Dominica is the Caribbean’s most environmentally conscious island, and its Citizenship by Investment Program is globally recognized as one of the world’s best opportunities for citizenship investors. The Dominica Citizenship by Investment Program offers two options:
- Financial contribution to the Economic Diversification Fund (EDF)
- Investment in approved real estate projects
Dominica biometric passport
The Dominica passport is the first biometric passport issued by a member of the OECS and is among the most secure passports worldwide. It contains advanced security features both overt and covert, containing an electronic chip embedded in it, equipped with biometric capabilities and facial recognition. This will be the standard as from August 30, 2022, replacing the machine-readable passport. Dominicans can replace their passport with the new biometric passport until that date.
Financial conditions of the Dominica Citizenship by Investment program:
1. Financial contribution to the Economic Diversification Fund
The cost of your contribution will be determined by the number of dependents included in the application—this refers to anyone who relies on you as a primary source of income, including children. Spouses, parents or other family members may also qualify.
- Single applicant: US$ 100,000
- Spouse of the main applicant: US$ 50,000
- Sibling of the main applicant or of the spouse of the main applicant aged 18-25: US$ 50,000
- Any dependant other than the spouse of the main applicant or a sibling of the main applicant or of the spouse of the main applicant aged 18-25: US$ 25,000 each
- Family of four including the main applicant, the spouse of the main applicant, and two other dependants other than a dependant sibling: US$ 175,000
The following fees must be paid in addition to the minimum EDF contribution:
PROCESSING FEES
- Per application – US$ 1,000
DUE DILIGENCE FEES*
- Per application – US$ 1,000
- Spouse – US$ 4,000
- Dependant aged 16 years or above – US$ 4,000
- *Enhanced due diligence checks and fees may sometimes be required, depending on the applicant’s current citizenship status, and other personal circumstances.
OTHER FEES
- Certificate of Naturalisation fee – US$ 250 per person
- Expedited passport issuance fee – US$ 1,200 per person
2. Investment in approved real estate projects
- You must purchase authorised property worth at least US$ $200,000.
- Real estate must be held for either three years from the date your citizenship is granted or, if the future purchaser is also a citizenship by investment applicant, five years from the date your citizenship is granted.
Government Fees
If your application for Dominica citizenship by real estate investment is approved, the following government fees also apply:
- US$25,000 for a single applicant
- US$35,000 for a family of up to four persons, including the main applicant and up to three dependants other than a dependant sibling
- US$50,000 for a family of up to six persons, including the main applicant and up to five dependants other than a dependant sibling sibling
- US$70,000 for a family of seven persons or more, including the main applicant and at least six dependants other than a dependant sibling
- US$50,000 for a sibling of the main applicant or of the spouse of the main applicant aged 18-25
- US$25,000 for a sibling of the main applicant or of the spouse of the main applicant below the age of 18
Additional Fees
In addition to the capital required for Dominica real estate investment, the following fees are also applicable:
- Processing fees – US$ $1,000 per application
- Due diligence fees – US$ 7,500 for the main applicant, US$ $4,000 for a spouse and US$ $4,000 for any dependants aged 16 or above.
- In some cases, additional due diligence fees may be required depending on current citizenship status, and other personal circumstances.
- Certificate of naturalisation fee – US$ $250 per person
- Expedited passport issuance fee – US$ $1,200 per person
Guidance on Payments for Fees
The applicant is responsible for paying the full fees required under the laws and regulations governing the Dominica Citizenship by Investment programme. Therefore, when making a bank transfer, the applicant must also cover any bank charges so the government receives the money in full.
Fees are expressed in United States dollars (US$). However, the government will accept payments in euros (EUR) and pounds sterling (GBP).
IMPORTANT: Any EUR or GBP payments must be equivalent to or greater than the US$ conversion. Any payment that falls below this will be rejected.
